It refers to the obligation a person or business has to make good the damage caused to a third party. In Greece, this liability is mainly based on Article 914 of the Civil Code. It covers bodily injury to third parties and property damage to third parties arising from your business activities, your premises.
It depends on how the contract is structured. It usually needs to explicitly state that independent contractor liability coverage is required – otherwise the subcontractor must have its own insurance.
